From Data Science to Community Impact: Meet Shannon Phen, Our New Program Director

At Ability Specialists, we believe that the strongest systems are built with both precision and heart. As we continue to evolve our programs and expand our reach, we are thrilled to introduce a leader who embodies both: Shannon Phen, our new Program Director.

Referred to the organization by our Executive Director, Dr. Nicolas Manning, Shannon brings a unique blend of analytical expertise and a deep-seated passion for community health.

A Journey Rooted in Public Health

Originally from Texas and a proud University of Texas alumna (Hook ’Em!), Shannon holds a Master of Public Health in Community Health. Her career has always lived at the intersection of health education and nonprofit leadership, with a steadfast focus on building accessible programs for people with disabilities, BIPOC communities, and low-income populations.

During the COVID-19 pandemic, Shannon served as an epidemiologist, supporting outbreak investigations and strengthening safety systems within hospitals. While she valued the large-scale impact of this work, she realized her true calling was closer to the community—listening, building trust, and creating solutions alongside the people most affected by them.

Building Inclusive Spaces in Colorado

Since moving to Colorado, Shannon has become a powerhouse in the local disability services landscape. As the former Director of Programs at the Autism Society of Colorado, she managed significant funding ranging from $6.6M to $9M and spearheaded neuro-affirming initiatives across the state.

If you’ve enjoyed sensory-friendly experiences with the Denver Nuggets, Colorado Rockies, or Denver Botanic Gardens, you’ve likely seen the fruits of her labor. Shannon has collaborated with major sports teams, hospitals, and businesses to ensure that everyone, regardless of neurodiversity, feels they deserve to belong.

Beyond the Resume: A Personal Commitment

Shannon’s work isn’t just professional; it’s personal. She is a dedicated advocate for authenticity and connection, facilitating women’s groups where individuals can show up exactly as they are.

At Ability Specialists, Shannon will lean into her strengths in program ideation, grant development, and team leadership to help us clarify our program structures and reach more families than ever before.

  • On the Mat: Teaching inclusive yoga sessions designed to make movement accessible for everyone.

  • In the Mountains: Snowboarding or finding new food spots.

  • With Pork Chop: Spending time with her dog, Pork Chop—her constant reminder to slow down and enjoy the simple things.
